Intelligent design theorist William Dembski hasproposed an ``explanatory filter'' fordistinguishing between events due to chance,lawful regularity or design. There is currently great controversy over the contribution antimicrobial use in animal agriculture has made to antimicrobial resistance in pathogenic bacteria with negative consequences for human health. In light of this, the approval process for antimicrobials used in US animal agriculture, known as New Animal Drug Application or NADA, is currently being revised by the federal government. We explore the public deliberations over the development of these new policies focusing our attention on the interaction between pharmaceutical companies and the U.S. (...) Food and Drug Administration. What appears to be an antagonistic public discourse is examined in terms of its ability to simultaneously legitimate the roles of the Food and Drug Administration as the official arbiter of policy on antimicrobial use in animal agriculture and as a protector of the public welfare, as well as the role of pharmaceutical companies as the producers of safe and effective products necessary for the protection of public well-being. He puts forth a "Law of Conservation of Information" which states that chance and natural laws are incapable of generating CSI. In particular, CSI cannot be generated by evolutionary computation. Dembski asserts that CSI is present in intelligent causes and in the flagellum of Escherichia coli, and concludes that neither have (...) natural explanations. The article explores the concept of infodemics during the COVID-19 pandemic, focusing on the propagation of false or inaccurate information proliferating worldwide throughout the SARS-CoV-2 health crisis. We provide an overview of disinformation, misinformation and malinformation and discuss the notion of “fake news”, and highlight the threats these phenomena bear for health policies and national and international security. We discuss the mis-/disinformation as a significant challenge to the public health, intelligence, and policymaking communities and highlight the necessity to design measures (...) enabling the prevention, interdiction, and mitigation of such threats. We then present an overview of selected opportunities for applying technology to study and combat disinformation, outlining several approaches currently being used to understand, describe, and model the phenomena of misinformation and disinformation. We focus specifically on complex networks, machine learning, data- and text-mining methods in misinformation detection, sentiment analysis, and agent-based models of misinformation spreading and the detection of misinformation sources in the network. We conclude with the set of recommendations supporting the World Health Organization’s initiative on infodemiology. We support the implementation of integrated preventive procedures and internationalization of infodemic management. We also endorse the application of the cross-disciplinary methodology of Crime Science discipline, supplemented by Big Data analysis and related information technologies to prevent, disrupt, and detect mis- and disinformation efficiently. Knobe (2003a, 2003b, 2004b) and others have demonstrated the surprising fact that the valence of a side-effect action can affect intuitions about whether that action was performed intentionally. Here we report the results of an experiment that extends these findings by testing for an analogous effect regarding knowledge attributions. Our results suggest that subjects are less likely to find that an agent knows an action will bring about a side-effect when the effect is good than when it is bad. Background: Genomic analysis may reveal both primary and secondary findings with direct relevance to the health of probands’ biological relatives. Researchers question their obligations to return findings not only to participants but also to family members. Given the social value of privacy protection, should researchers offer a proband’s results to family members, including after the proband’s death? Methods: Preferences were elicited using interviews and a survey. Respondents included probands from two pancreatic cancer research resources, plus biological and nonbiological family members. (...) Hypothetical scenarios based on actual research findings from the two cancer research resources were presented; participants were asked return of results preferences and justifications. Interview transcripts were coded and analyzed; survey data were analyzed descriptively. Results: Fifty-one individuals (17 probands, 21 biological relatives, 13 spouses/partners) were interviewed. Subsequently, a mailed survey was returned by 464 probands, 1,040 biological family members, and 399 spouses/partners. This analysis highlights the interviews, augmented by survey findings. Probands and family members attribute great predictive power and lifesaving potential to genomic information. A majority hold that a proband’s genomic results relevant to family members’ health ought to be offered. While informants endorse each individual’s choice whether to learn results, most express a strong moral responsibility to know and to share, particularly with the younger generation. Most have few concerns about sharing genetic information within the family; rather, their concerns focus on the health consequences of not sharing. Conclusions: Although additional studies in diverse populations are needed, policies governing return of genomic results should consider how families understand genomic data, how they value confidentiality within the family, and whether they endorse an ethics of sharing. A focus on respect for individual privacy—without attention to how the broad social and cultural context shapes preferences within families—cannot be the sole foundation of policy. (shrink)

We give a new Esakia-style duality for the category of Sugihara monoids based on the Davey-Werner natural duality for lattices with involution, and use this duality to greatly simplify a construction due to Galatos-Raftery of Sugihara monoids from certain enrichments of their negative cones. Our method of obtaining this simplification is to transport the functors of the Galatos-Raftery construction across our duality, obtaining a vastly more transparent presentation on duals. Because our duality extends Dunn's relational semantics for the logic R-mingle (...) to a categorical equivalence, this also explains the Dunn semantics and its relationship with the more usual Routley-Meyer semantics for relevant logics. Through his S–R model of statistical relevance, Wesley Salmon offers a solution to the scientific explanation of objectively improbable events.

Whole eye transplantation (WET) remains experimental. Long presumed impossible, recent scientific advances regarding WET suggest that it may become a clinical reality. However, the ethical implications of WET as an experimental therapeutic strategy remain largely unexplored. This article evaluates the ethical considerations surrounding WET as an emerging experimental treatment for vision loss. A thorough review of published literature pertaining to WET was performed; ethical issues were identified during review of the articles.

In two of the earliest papers on extending modal logic with propositional quantifiers, R. A. Bull and K. Fine studied a modal logic S5Π extending S5 with axioms and rules for propositional quantification. Surprisingly, there seems to have been no proof in the literature of the completeness of S5Π with respect to its most natural algebraic semantics, with propositional quantifiers interpreted by meets and joins over all elements in a complete Boolean algebra. Viewing the language of modal logic as a language for describing directed graphs, a natural type of directed graph to study modally is one where the nodes are sets and the edge relation is the subset or superset relation. A well-known example from the literature on intuitionistic logic is the class of Medvedev frames $\langle W,R\rangle$ where $W$ is the set of nonempty subsets of some nonempty finite set $S$, and $xRy$ iff $x\supseteq y$, or more liberally, where $\langle W,R\rangle$ (...) is isomorphic as a directed graph to $\langle \wp(S)\setminus\{\emptyset\},\supseteq\rangle$. Prucnal [32] proved that the modal logic of Medvedev frames is not finitely axiomatizable. Here we continue the study of Medvedev frames with extended modal languages. Our results concern definability. We show that the class of Medvedev frames is definable by a formula in the language of tense logic, i.e., with a converse modality for quantifying over supersets in Medvedev frames, extended with any one of the following standard devices: nominals (for naming nodes), a difference modality (for quantifying over those $y$ such that $x\not= y$), or a complement modality (for quantifying over those $y$ such that $x\not\supseteq y$). It follows that either the logic of Medvedev frames in one of these tense languages is finitely axiomatizable---which would answer the open question of whether Medvedev's [31] "logic of finite problems'' is decidable---or else the minimal logics in these languages extended with our defining formulas are the beginnings of infinite sequences of frame-incomplete logics. Experimental philosophers have recently questioned the use of intuitions as evidence in philosophical methods. J. R. Kuntz and J. R.C. Kuntz (2011) conduct an experiment suggesting that these critiques fail to be properly motivated because they fail to capture philosophers' preferred conceptions of intuition‐use. In this response, it is argued that while there are a series of worries about the design of this study, the data generated by Kuntz and Kuntz support, rather than undermine, the motivation for the experimentalist critiques (...) of intuition they aim to criticize. A common type of inductive problem is to predict the nature of an unobserved finite sample of a given population on the basis of an observed finite sample of the same population. More precisely, given a class of events A, we examine a sample Sn having n members, of which mi belong to the class Bi. On the basis of our knowledge that mi/n of Sn have been Bi, we attempt to predict the ratio of members of Bi to members (...) of A in a sample Sr containing r unobserved members of A. This type of inference has been called “predictive inference” by Carnap. It is not necessary to argue that all inductive problems reduce to this form; we merely observe that such problems frequently arise, and that they have practical and theoretical importance. In The Short Run I suggested that this kind of problem could be handled by first determining the long run probability P of Bi, relative to A of Bi, to A in the observed sample Sn) and then predicting that the relative frequency of Bi within the unobserved sample Sr will approximate P sufficiently for practical purposes. The foregoing procedure requires a rule of each of two types: a rule for the ascertainment of the values of long run probabilities, and a rule for the application of knowledge of long run probabilities to predictions in the short run. The Short Run was not concerned with the nature and justification of rules of the first type, but rather sought to justify a rule of the second type on the assumption that we already possess knowledge of long run probabilities. We improve on and generalize a 1960 result of Maltsev. For a field F, we denote by $H(F)$ the Heisenberg group with entries in F. Maltsev showed that there is a copy of F defined in $H(F)$, using existential formulas with an arbitrary non-commuting pair of elements as parameters. We show that F is interpreted in $H(F)$ using computable $\Sigma _1$ formulas with no parameters. We give two proofs. The first is an existence proof, relying on a result of Harrison-Trainor, (...) Melnikov, R. Miller, and Montalbán. This proof allows the possibility that the elements of F are represented by tuples in $H(F)$ of no fixed arity. The second proof is direct, giving explicit finitary existential formulas that define the interpretation, with elements of F represented by triples in $H(F)$. Looking at what was used to arrive at this parameter-free interpretation of F in $H(F)$, we give general conditions sufficient to eliminate parameters from interpretations. (shrink)

This paper is an extended exploration of Mead's phrase the emergence of the novel. I describe and characterize emergent systems-complex dynamical systems that display behavior that cannot be predicted from a full and complete description of the component units of the system. Emergence has become an influential concept in contemporary cognitive science [A. Clark Being there, Cambridge: MIT Press], complexity theory [W. Bechtel & R.C. Richardson Discovering complexity, Princeton, NJ: Princeton University Press], artificial life [R.A. Brooks & P. Maes Artificial (...) life IV, Cambridge: MIT Press; C.G. Langton Artificial life III, Reading, MA: Addison-Wesley; C.G. Langton et al. Artificial life II, Reading, MA: Addison-Wesley), and robotics [S. Forrest Emergent computation, Cambridge: MIT Press]. I propose that novelty is a necessary property of emergent systems, and I'll explore a specific kind of emergent system: an improvisational theater ensemble. This is an example of emergence in a small social group, which I call collaborative emergence to emphasize several important contrasts with other complex systems that manifest emergence, such as connectionist networks and Alife simulations. This paper presents an attempt to integrate theories of causal processes—of the kind developed by Wesley Salmon and Phil Dowe—into a theory of causal models using Bayesian networks. We suggest that arcs in causal models must correspond to possible causal processes. Moreover, we suggest that when processes are rendered physically impossible by what occurs on distinct paths, the original model must be restricted by removing the relevant arc. These two techniques suffice to explain cases of late preëmption and other (...) cases that have proved problematic for causal models. (shrink)

This publication of the proceedings of the first of a new series of colloquia to be held at the University of Western Ontario contains an opening address on existence and quantification by W. V. Quine and three symposia. The paper discussed in the first of these symposia, "Descartes' Ontological Argument" by Anthony Kenny, follows closely one chapter of Kenny's recent book on Descartes. Kenny's paper contains both an interesting account of Descartes' views and some challenging remarks about ontological arguments in (...) general. His paper is discussed in separate commentaries by Norman Malcolm and Terence Penelhum. An interesting feature of this volume is that some comments from the floor are recorded and included along with the regular commentaries. Ernest Sosa and Bernard Williams comment on Kenny's paper along with Malcolm and Penelhum. Kenny responds to all four commentators. The other two symposia follow a similar format. The second, "On Events and Event-descriptions," features a paper by R. M. Martin which focuses on the logic of event descriptions and their role in scientific explanation. Events for Martin are extensional entities, unlike facts, but like facts they are "fictitious in the sense of being handled on virtually." His views are discussed by Donald Davidson, R. J. Butler and Wesley Salmon. In the third symposium on "Existence Assumptions in Practical Thinking," Stephan Körner elaborates on his view of effective choice, relating his account to those of Hume, Kant, and Peirce on the specific topic of the relationship of choice and natural necessity. The commentaries of J. J. Thomson and Bernard Williams are helpful here in getting Körner to clarify his interesting views. In sum, this first colloquium at the University of Western Ontario features genuine philosophical communication on some important issues.--R. H. K. (shrink)

The position of the United Methodist Church on end-of-life decisions is best described as intentional ambiguity or ambiguous intentions or both. The paper analyzes the official position of the denomination and then considers the actions of a U.M.C. bishop who served as a foreman for a trial of Dr. Jack Kevorkian. In an effort to find some common ground within an increasingly divided denomination, the work concludes with a consideration of the work of John Wesley and his approach to (...) human death. Many of the papers in this volume originated in a colloquium at the University of Western Ontario in 1967. These include a paper on the logic of norms by G. H. Von Wright, a paper on the logic of questions by L. Åqvist, a paper on the logic of belief by W. Sellars, and a paper on inductive logic by R. Ackermann. The commentaries by Anderson and Sosa have been revised for the volume and a further commentary to Ackermann's paper (...) by Wesley Salmon has been added. In addition to the colloquium papers a number of further papers are published here for the first time: J. Hintikka on the semantics of propositional attitudes, R. Hilpinen on relativized modalities, C. Harrison on the unanticipated examiner and H. Smokler and M. Rohr on confirmation and translation. The volume is completed by two papers published in Synthese and a well-known paper in modal logic by Lemmon, Meredith, Meredith, Prior, and Thomas published complete with a new postscript by Prior. Although the collection is somewhat haphazard and seems to have no unifying theme, philosophers interested in these topics in philosophical logic will be thankful for the availability of the papers, both old and new.--R. This one-volume text in Christian ethics is an attempt by L. Harold DeWolf, Professor of Systematic Theology at Wesley Theological Seminary at a comprehensive treatment of contemporary ethical theory and practice. The author defines his subject within a specifically Christian context; traces the relativistic revolt against moral norms; gives a brief resume of Hebrew and Christian ethics; presents a rather rigorous interpretation of natural law theory; formulates a series of ethical guidelines based essentially on rational responsibility, consistency, ideal values, (...) social concern, and ultimate reality. He then indicates how through ecclesia and community these principles might be applied to such diverse problems as marriage and the family, environment, cultural depersonalization, civil disobedience and war. To those who feel that ethics should be a reasoned science free of theological commitment this work will seem too ambitious; to those who feel that existential ethical judgments should proceed from the total intellectual and religious resources of the individual, it will stand as an updated if necessarily diffuse outline of contemporary Christian ethical theory, formulated with insight and sensitivity.—R. This contribution to the global history of ideas uses biographical profiles of 18th-century contemporaries to find what Salafist and Sufi Islam, Evangelical Protestant and Jansenist Catholic Christianity, and Hasidic Judaism have in common. Such figures include Muḥammad Ibn abd al-Waḥhab, Count Nikolaus Zinzendorf, Jonathan Edwards, John Wesley, Jean-Jacques Rousseau, and Israel Ba’al Shem Tov. The book is a unique and comprehensive study of the conflicted relationship between the “evangelical” movements in all three Abrahamic religions and the ideas of the (...) Enlightenment and Counter-Enlightenment. Centered on the 18th century, the book reaches back to the third century for precedents and context, and forward to the 21st for the legacy of these movements. This text appeals to students and researchers in many fields, including Philosophy and Religion, their histories, and World History, while also appealing to the interested lay reader. (shrink)
